New Taipei City Government actively promotes mobile payment and the digital economy. Mayor Yu-Ih Hou announced at the opening ceremony of the Wugu public market on July 1, 2022, that NewTaiPAY New Taipei mobile payment combined with New Taipei coin will be open for trial. In view of the fact that nearly 70% of the stalls in the Wugu public market are young people stationed here. Mobile payment will be launched at the right time during the epidemic prevention period to avoid contact with the infection. People don’t need to bring cash and can use their mobile phones to scan it to offset consumption. The first 2,000 people at the opening event can get 100 New Taipei coins for free by checking in at the Wugu Public Market. Consume at 72 stores in the market and enjoy various discounts.

Fu-Tian Chen, acting director of the Information Management Center of the New Taipei City Government, said that New Taipei Coins are used for consumption on a 1:1 basis. After the public downloads the NewTaiPAY APP, they can check in at Wugu Public Market to obtain New Taipei Coins during the event. After scanning, entering the amount and wallet password, the payment operation can be completed. During the trial period of NewTaiPAY, functions such as New Taipei Coin shopping and point transfer will be provided. In the future, depending on the trial operation and system fine-tuning, credit card payment, cloud invoice carrier, online mall shopping, etc. will be integrated successively. Payment discounts, public welfare donations, etc. will be included in the follow-up evaluation to expand the scope of services.

Fu-Tian Chen, the acting director, added that NewTaiPAY is an integrated mobile payment tool, with the New Taipei Coin issued by the municipal government as interactive rewards, and the subsequent introduction of online/physical channels and preferential programs, it will be able to create a win-win situation, including municipal publicity (city government), good discounts (for the public) and customer guidance (for merchants). Starting with the first publicly owned retail market in Wugu, it will gradually expand to local characteristic merchants, night market vendors, food courts in department stores, hypermarkets, convenience stores and online shopping malls. This provides benefits including building borderless consumption patterns connecting offline and online stores, publicizing policies and driving the city’s overall digital economic development.
