Deputy Mayor Chen, Chwen-Jing has been dedicated to assist Mayor Hou, Yu-Ih in leading New Taipei City towards becoming a smart and sustainable city. With humanity as core and technology as the foundation, they aim to transform the city in six major dimensions: smart healthcare, smart transportation, smart governance, smart security, smart economy, and sustainable environment. This transformation is aimed at enhancing the convenience and safety of people's lives and actively addressing climate change to create an environmentally friendly city. The goal is to make New Taipei City an international metropolis.

John is a professional, award-winning urban planner, urban designer, economic developer, professor, and global thought leader especially related to urban planning, economic development, Smart Cities and Intelligent Communities.

Chairman and Co-founder of the Intelligent Community Forum,John has also worked in major global cities as an urban planner such as Hong Kong, Rio, London, and Toronto, and as head of its city and regional economic development agencies in Calgary, Toronto, and the Waterloo Region. He has written and co-authored over a dozen books on city development as well as is the author of fiction.

John is currently developing and supporting Institutes for the study of Smart Cities and Intelligent Communities in Canada, USA, and in Asia.

Robert Bell heads research, analysis and content development activities and directs the Assessment that ICF uses to evaluate the potential and progress of communities, which also selects honorees for the annual Intelligent Community Awards program. Robert developed and leads the Intelligent Community Accelerator and Certification programs. Serving as the content lead for ICF's Global Summit, he is also the author or editor of ICF's research reports, and lead co-author of Brain Gain, Seizing Our Destiny and Broadband Economies.

Robert has contributed articles to IEDC Journal, Mayors & Cities, Global Urbanist, and Daily Yonder; and has appeared in segments of ABC World News and The Discovery Channel. A frequent keynote speaker and moderator at municipal and telecom industry events, he has also led economic development missions and study tours to cities in Asia and the US.

Chris Amorose Groomes was elected to serve as mayor of Dublin in 2020 and again in 2024.

She previously served a two-year term as vice mayor from 2018 to 2020. A life-long Dublin resident and owner of Amorose Landscape Service, Amorose Groomes served eight years on the Dublin Planning and Zoning Commission – six of those as chair – prior to her election to City Council. Mayor Amorose Groomes is the chair of the Mid-Ohio Regional Planning Commission, having also served as the secretary and vice chair. She was tapped by the National League of Cities to serve on the Information Technology and Communications Federal Advocacy Committee and previously was a member of NLC’s Community and Economic Development Committee. As a committee member, she plays a key role among a diverse group of local leaders in shaping NLC policy positions and advocating on behalf of America’s cities and towns before Congress.

In 2021, she was appointed to serve on the Ohio Mayors Education Advocacy Committee for the Ohio Mayors Alliance. Her devotion to public service has included volunteering on the board of directors for Young Life Metro Columbus, coaching girls’ basketball, serving as a Big Sister with Big Brothers Big Sisters of Central Ohio and planting flowers for the Memorial Tournament benefiting Nationwide Children’s Hospital. In 2022 she was inducted into the Dublin City Schools Hall of Fame, and in 2019 she was honored as a Friend of Public Education by the Ohio School Boards Association Central Region for her demonstrated record of supporting public education.

She is a graduate of Dublin High School and The Ohio State University, where she earned degrees in horticulture and agricultural business. Amorose Groomes and her husband, Kevin, reside in Muirfield Village and have two grown sons Tyler and Tucker.

MARK JAMIESON (FORMER MAYOR OF SUNSHINE COAST COUNCIL (2012-2024) and FORMER PRESIDENT OF LOCAL GOVERNMENT ASSOCIATION OF QUEENSLAND (2016 – 2024))

Mark Jamieson has led a distinguished career in both the public and private sectors.

Mark was the Mayor of the Sunshine Coast Council (one of the largest of the 77 local governments in Queensland, Australia) for twelve years, from April 2012 to March 2024.

Mark was also the President of the Local Government Association of Queensland, representing the interests of the State’s 77 councils, from 2016 to June 2024.

During his time as Mayor of Sunshine Coast Council, he led a transformational agenda to reshape the Sunshine Coast economy, strengthen community programs and support and build on the region’s already outstanding environmental credentials.

This included driving a major regional infrastructure program that was arguably the most innovative mix of public and private investment opportunities in Australia – underpinned by a clear 20 year blueprint established for a new economy for the Sunshine Coast.

As Mayor, Mark was also major contributor to securing the hosting rights for the 2032 Olympic and Paralympic Brisbane Games and ensuring the Sunshine Coast is a partner in the delivery of the world’s largest international event.

Berry Vrbanovic was first elected, with an outpouring of community support, as Mayor of the City of Kitchener, Canada in 2014, after serving as a City Councillor from 1994-2014.

He was successfully re-elected as Mayor in 2018 and 2022.

An IT professional prior to holding municipal office, during Berry’s tenure as Mayor, the City has embraced technology and innovation as a key tenet of its Make It Kitchener economic development strategy, adopted its first-ever DigitalKitchener strategy, and opened a Civic Innovation Lab at Communitech, one of Kitchener’s leading technology hubs.

In addition to serving on many boards and committees, Berry is Co-President of United Cities & Local Governments, President Emeritus (2011-12) of the Federation of Canadian Municipalities (FCM) and is a past member of FCM’s Green Municipal Fund Council.

Mayor Vrbanovic is also an alumnus of the Bloomberg Harvard City Leadership initiative, and is committed to improving the quality of life for residents in Kitchener and throughout the Region of Waterloo through technology, innovation and a commitment to the UN’s Sustainable Development Goals.

Antonio Carvalho e Silva Neto is President of the Institute of Research and Urban Planning, Brazil Maceió and is affiliated with the City Hall of Maceió in Brazil. He holds a bachelor’s degree in political science and social sciences, with postgraduate studies in Future Intelligence from the University of Brasília. Antonio has an Executive Certificate in Public Policy from the Harvard School of Government. He has been a career public servant at the federal level for over 12 years. In addition, he is also President of the National Association of Local Secretaries of Innovation – Forum Inova Cidades, and member of the Leadership Board of the Cities Coalition for Digital Rights. He has coordinated one of the commitments of Brazil’s 4th Open Government Action Plan and was an expert consultant in the UN-Habitat project that developed the report Human Rights in the Digital Era.

He has a deep understanding of the goals, processes and background of industrial, scientific and governmental institutions. He holds several degrees, incl. a M.Sc. Transport from Imperial College London, Environmental Engineering & Business Studies, was a researcher and project lead at the Fraunhofer Research Society, Morgenstadt and MIT Sensible Cities Lab,. He was also part of the founding and management team of EIT Urban Mobility - an institution of the European Union.

Jeremiah Gracia has 18 years of economic development experience and received his Certified Economic Developer (CEcD) certification from the International Economic Development Council in June 2015.

He began his career in Findlay, Ohio with the Findlay-Hancock County Economic Development Office and joined the City of Dublin Economic Development Office in May 2011. In May 2020, he accepted a position as Director of Economic Development for City of Grand Rapids in Michigan. In October 2023, he returned to the City of Dublin as the Director of Economic Development. He has a great deal of experience working with international companies making investments into the U.S. from the Netherlands, Germany, United Kingdom, and Japan.

He has an undergraduate degree in Political Science and graduate degree in Public Administration from Bowling Green State University. His favorite place to be outside of work is hiking and traveling internationally with his wife and four children.

"With a solid background in management, Alba Monteiro Gil began her career eight years ago as a Manager at a Sports Club, where she honed her leadership and strategic planning skills. Her drive and diligence led her to develop her own company and a startup, demonstrating her ability to turn vision into reality.

Four years ago, Alba served as the Business Development Manager for an international company, where she managed market penetration, identified target markets, and built strong relationships with clients and stakeholders. Her expertise in managing communication campaigns and budgets further highlights her multifaceted skills.

Alba pursued an International MBA in English, collaborating with professionals from over 17 nationalities, which broadened her global business perspective. Currently, she is an Associate Professor at Universidad Rey Juan Carlos (URJC) and the Councilor for Economy, Innovation, and Employment for Las Rozas de Madrid. She is passionate about contributing to the economic progress of her city by fostering a vibrant business ecosystem, enhancing employability, and driving technological innovation.

Through her various roles, Alba is committed to promoting STEAM education, supporting entrepreneurship, and encouraging open innovation. She aims to develop essential skills, promote equal opportunities, and contribute to the economic development of Las Rozas, Madrid, Spain through technology and innovation."

Dr. Ming-Lang (James) Yeh, an Assistant Professor in the MBA program at Chung Hua University, Hsinchu, Taiwan. Since 2002, he has dedicated himself to Chung Hwa University, teaching with a focus on entrepreneurial management, venture capital, and private equity investment, as well as innovative business models. In addition to his academic role, Dr. Yeh serves as the CEO of the ICF Institute in Taiwan and the Global University Ranking Office.

The current Deputy Magistrate of Yunlin County previously served as the township mayor of Gukeng, a county councilor of Yunlin County, the general manager of the Yunlin County Farmers' Association, and the mayor of Douliu City.

Deputy Magistrate Hsieh is guiding Yunlin County beyond its traditional agricultural identity, championing innovation and smart city development. Through strategic partnerships and initiatives such as "5G Smart Yunlin," and government reports like the "Yunlin County Agricultural Carbon Reduction Policy Report," "Yunlin 2040 Agricultural Net-Zero Pathway," "Yunlin County Plans for Nine Industrial Parks in 2030," and "Voluntary Local Reviews (VLR) Version 2.0," she leverages technology to transform healthcare, emergency services, agriculture, and cultural experiences, all while advancing sustainable development goals.

Deputy Magistrate Hsieh is committed to fostering a human-centric smart city approach that extends to both urban and rural areas. Lin, Feng-Tyan, Current Position: Distinguished Research Fellow at the National •Cheng Kung University Research and Development Foundation; Adjunct Professor in the Department of Urban Planning at National Cheng Kung University.

Before retirement, Feng-Tyan Frank Lin taught at National Taiwan University, National Cheng Kung University, and Asia University for 35 years. His main research areas are urban planning and design information systems. He served as the president of the Taiwan Geographic Information Society and the Urban Planning Society, as well as a director and supervisor of the Regional Science Association and the Regional Development Association, dedicated to combining academia and practice.

Lin assisted the Taipei City Government, Taoyuan City Government, Tainan City Government, Ministry of the Interior, Council of Agriculture, and other agencies in the overall planning of geographic information systems. In recent years, he has assisted the National Development Council in formulating strategies for promoting smart land.

At the same time, Lin has participated in the evaluation of information systems for many central ministries and local governments, providing relevant suggestions, emphasizing cross-departmental cooperation, and jointly promoting smart cities.

Responsible for the development of smart city products, leading several major domestic projects, and has won the Smart City Innovation Application Award in 2024 and 2022.

Led the team to complete the "Air Conditioning for Every Classroom" project, becoming the largest energy management service provider in Taiwan.

As intelligent transportation has brought about a major transformation in the automotive industry, the focus of car manufacturers has shifted from “manufacturing” to “service.” Deputy General Manager Jeff Lee holds a master’s degree in Mechanical Engineering from New York University. He has rich experience in the automotive industry,having served in various companies such as CHINA-MOTOR, Ford, Taikoo Motors, Group Motors. His professional expertise covers a wide range of areas, including product research and development, marketing, sales, and operational strategy, making his experience comprehensive and well-rounded.

Peter Wu joined ASUS incorporation in 2008. He is in charge of the operations and leads ASUS Cloud into the leading brand of cloud service. ASUS Cloud has developed its AI cloud platform with its own techniques, providing cloud storage service for tens of millions users globally, building high information security storage and collaboration platform and national level’s AI cloud systems. To widen the scope of the incorporation, AI service, and health care, Peter Wu concurrently serves as the CEO of ASUS Life since 2016, and serves as the CEO of Taiwan Web Service (TWSC) since 2021. ASUS Life uses data as its core value to provide precision health service for hospitals while TWSC uses AIHPC to shape the new ecosystem of AI SaaS.

He also dedicates in helping the integration of IT and industry while promoting digital transformation. He is a currently the member of The Biotechnology and Pharmaceutical Industries Promotion Office, MOEA, director of Information Service Industry Association of R.O.C., director of Cloud Computing & IoT Association in Taiwan and vice chairman of its Policy & Legal Committee, director of Taiwan Association for Medical Informatics, president of the TCA AI Alliance, president of Mobile Application Security Alliance, and as the project manager of multiple government projects and plans.
