New Taipei City Smart City Enterprise Service Integrity Platform
New Taipei City is the most populous city in the country. In order to cope with the many challenges brought by urban development, the New Taipei City Government announced the governance philosophy “Live and Work in Peace and Contentment” and used smart city development strategies such as smart government and sustainable development to create a smart and livable city. Meanwhile, the government built the “New Taipei City Smart City Enterprise Service Integrity Platform” and introduced cross-domain cooperation among relevant enterprises. On 10 August 2011, a cross-domain forum on the smart city enterprise service integrity platform was held, and representatives from governments, industries, universities and institutes in the field of information technology were invited to share and exchange their experiences or perspectives. Yu-Ih Hou, the Mayor of New Taipei City and Rong Song Chuang, the Director of Agency Against Corruption of Ministry of Justice, also attended the event to jointly declare their determination to cooperate with enterprises.

Mayor Yu-Ih Hou said that in the blueprint of a smart and sustainable city, information technology companies in New Taipei City are definitely important partners of the city government, and the cooperation between the public and private sectors is the mutual benefit based on integrity to make New Taipei City smart city ecosystem constantly growing. “New Taipei City Smart City Enterprise Service Integrity Platform” provides services for enterprises, public associations, and related corporations which focus on information technology business, and jointly build a smart city where citizens could live and work in peace and contentment. In addition to continuously advocating simple and convenient measures for administrative efficiency improvement, the government also hopes to introduce relevant corporate resources through the Enterprise Service Integrity Platform to assist companies in law compliance and social responsibility implementation, strengthen exchanges between agencies and enterprises, create a corporate culture of integrity, and promote sustainable industrial development.

Director Rong Song Chuang explained that integrity is the key to national competitiveness and a high-quality investment environment. The function of the Enterprise Service Integrity Platform is to help enterprises strengthen integrity governance, advocate laws and regulations to respect the business reputation and continue cross-domain public-private cooperation to promote the sustainable development of the country and enterprises. The government can eventually create cooperation that benefits both the public and private sectors and allow the government and enterprises to become real partnerships.

The announcement ceremony of the Smart City Enterprise Service Integrity Platform was hosted by Mayor Yu-Ih Hou, the Director of the Agency Against Corruption of the Ministry of Justice Rong Song Chuang, the Chief Prosecutor of Taiwan New Taipei District Prosecutors Office You Zeng Mao, the Chief Auditor of Foxconn Technology Group Xiao Hui Chao, and the Associate Professor of the Department of Economics and Law and graduate Institute of law in CTBC Business School Dan T.E. Chan, the Vice CEO of the Transparency International Taiwan You Rong Li, the Chairman of the New Taipei City Government Research, Development and Evaluation Commission Feng Yu Lin, the Director of the New Taipei City Government Civil Service Ethics Office Wen Xin Wang, and other representatives of the procuratorate, incorruptible government, non-profit organizations and enterprises jointly participated in the event.

In the forum, the Chief Secretary of the Agency Against Corruption of Ministry of Justice Mei Hui Jian, the Chief Auditor of Foxconn Technology Group Xiao Hui Zhao, and the Associate Professor of the department of Economics and Law and graduate Institute of law in CTBC Business School Dan T.E. Chan were invited to discuss the importance of integrity to enterprises from the perspectives of law, business management and academic. In addition, the cross-domain symposium was chaired by the Secretary-General of the New Taipei City Government You Xian Lin to discuss different topics including “Carry out sustainable development based on integrity”, “How to establish a new model of interaction between the public and private sectors to benefit citizens" and "The protection of Business Secrets from the perspectives of the public and private sectors" with representatives from governments, industries, universities and Institutes.

Enterprises should prohibit any form of bribery: Bribery refers to directly or indirectly offering, promising, giving, requesting or accepting any improper benefits to civil servants, or private sector employees in order to obtain, maintain, direct operations or secure any improper benefits in business. Enterprises should continue to implement effective anti-bribery programs to effectively make corporate anti-corruption policies a part of the overall daily operations of companies. Civil servants should clearly distinguish profit-seeking from convenience for the people: under the premise of administration according to law, civil servants are encouraged to be brave in their duties, consider the interests of the people from the perspective of prosperity, and actively provide service for enterprises and the agency against corruption will continuously publicize the difference between profit-seeking and convenience for the people, which will improve administrative efficiency and create a win-win situation for both industry and government.
